The following was a personal communication that was discussed/ alluded

to in an open meeting.  The author said it was public, as were many

other emails distributed in a meeting, after the EC met without

co-chairs...

Hi Jerry,

I'm glad you are thinking about the Exec. Committee meeting.

THE ONLY POSITIVE THING ON THIS EMAIL, THAT I FOUND.

I think I stated pretty clearly at the last meeting that the location on Edsall Rd. is not good for me.  I can see no reason why we should all drive out there when all of us live in South County or PW.  We are wasting time and resources to make that trip.  Since some of us have exhausted ourselves with trying to find a place that is acceptable for you to meet,  please make the arrangements to meet in a location near where we all live.  If we meet on Monday, I have to leave by 3:30 pm.

WE MET THERE PREVIOUSLY AND IT SEEMED TO WORK,

WAS CLOSE TO THE ACTUAL MEETING LOCATION, AND

USEFUL FOR HELPING PEOPLE LEARN THE SURROUNDINGS

FOR FINDING THEM MEETING SPACES, TALKING PEOPLE

LOST IN TO THE LOCATION, A BRIEF SITE VISIT, ETC.

I HAVE STATED SO MANY TIMES I'VE LOST COUNT

THAT OOOFXCO IS NOT A GOOD MEETING PLACE

FOR ME SINCE PATRICK'S DEATH.  I DON'T KNOW

WHY YOU AND BILL REFUSE TO HEAR THAT...

I am very distressed by the fact that we did not take Sarah out to lunch.  I think it is incredibly rude and I'm not willing to get her a gift certificate to go out to lunch by herself.  I have never heard of such a thing!  I plan on contacting her tomorrow and asking her where and when she would like to go to lunch with Bill and me and go with her.  If you or anyone else would like to come, its up to you.

YOU SUGGESTED A LUNCH IN THE APRIL GENERAL

MEETING, WITHOUT CONSULTING THE EXCOMM,

SO PLEASE ARRANGE IT.

I WILL PROBABLY NOT ATTEND.

WHO PAYS FOR THE MEAL, GIVEN MOST OF OUR

FAREWELLS HAVE BEEN POT LUCKS, AND PAID

STAFF HAVE RESOURCES THAT C/S/X THAT HAVE

NOT GOTTEN FUNDED DURING THIS THREE YEARS

LIMITS WHAT CAN AND WILL BE DONE BY ME.

I also think its incredibly rude for you not to be willing to sign a certificate for her as co-chair.  In the position of co-chair (or any other position) , a person is obligated to carry out the vote of the Executive Committee  One has to do certain things in order to maintain civility.  I think that if the Executive Committee decides something, the co-chair should go along with it and not allow personal feelings to interfere with the job of being co-chair.  That is what democratic voting is about.  You have your say, you vote and you carry out the vote.

THERE WAS NO VOTE THAT I'M AWARE OF, AND IF

YOU RECALL CORRECTLY I'M THE ONE WHO BROUGHT

UP THE ISSUE THAT IT WAS HER LAST MEETING IN

APRIL.

CIVILITY IS AN IRONIC TOPIC GIVEN YOUR BEHAVIOUR

DURING MEETINGS, ATTACKING MEMBERS OF THE EXCOMM

AND INVITED PROVIDERS/ CSB EXECS.  YOU MIGHT WANT TO

LOOK AT YOUR OWN BEHAVIOUR BEFORE CRITICIZING

OTHERS...

I CAN'T LIE AND PRETEND THAT MY INTERACTIONS

WERE POSITIVE WITH PEOPLE LEAVING.  IT'S ABUSIVE

TO ASK PEOPLE TO DO THINGS  AGAINST THEIR

BELIEFS AND FEELINGS...

I think a top priority for the agenda is getting a commitment from you about what you are or are not putting on the wiki.  I think that your writings about Beth were in very poor taste and an embarrassment for the RRWG and I also don't like seeing memos to the exec. committee on there.

WE NEVER DISCUSSED WHAT WAS PUBLIC AND PRIVATE

IN THE RRWG.  I BROUGHT IT UP AND IT NEVER MADE IT

INTO THE DISCUSSION.  IT IS A PUBLIC MEETING WITH PUBLIC

FUNDING WITH EXCEPTIONS OF WHEN WE GO INTO EXECUTIVE

SESSION.  SOME THINGS WOULD BE REDACTED, AS EVEN THE

FEDS DO, AND SOME FED MEETINGS SPEND THE ENTIRE

MEETING WORKING ON GETTING THE RECORDS/ MINUTES

STRAIGHT BUT THIS GROUP SEEMS UNABLE TO GET MY

STATEMENTS, FEELINGS AND ACTIONS ACCURATELY

PORTRAYED IN THE MINUTES, SO I'VE HAD TO CREATE

MY OWN WAY TO SAY IT IN MY OWN WORDS, MOSTLY AFTER

THE FACT DEALING WITH THE INTERACTIONS  AMONGST

RRWG MEMBER, OFFICERS, OVERSIGHT [MEANING MISSED

UNDERSTANDING AND ACTIONS, NOT  CONTROLLING

AND DEMEANING] AND THE COMMUNITY.

Overall, I see that there is a real problem with what you do as co-chair and what you do as an private individual and that you regularly blur the boundaries of the two roles.  As co-chair, you are accountable to the Exec. Comm. and to the RRWG.  You cannot just do or say whatever you want, whenever you want, and where ever you want.  As a private individual you can blog until your heart's content.  I do not like seeing embarrassing information on a wiki that purports to be in any way connected to the Exec. Comm or the RRWG.  I think that as long as you are co-chair you should only put up what the Exec. Comm. authorizes you to put up.

UNFORTUNATELY I AM ONE PERSON AND CANNOT

SEPARATE MY VIEWS FROM WHAT THE DUTIES

I WAS ELECTED, WITH THE GROUPS KNOWLEDGE

OF MY PBWIKI/PBWORKS WRITINGS AND STATEMENTS

AND ACTIONS DURING THE RRWG OFFICIAL BUSINESS

WAS.  PERHAPS IT IS AN ATTEMPT TO ONLY REPORT

ON THE POSITIVE ASPECTS OF ORGANIZING RECOVERY

IN THE NOVA MENTAL HEALTH SYSTEMS?

BUT FAIR AND BALANCED AND ETHICAL REPORTING

IS NOT CONSTRAINED BY ONLY THE OFFICIAL

POSITION, MOSTLY POLITICALLY CORRECT,

BEAUROCRATIC NONSENSE.   I HAVE SAID

FROM THE BEGINNING OF THIS, WHICH I INITIATED

THE WEBSITE, PROPOSED IT IN THE STATE FUNDING

PROPOSAL, WAS NOT FUNDED TO FULLY IMPLEMENT

IT, AND THE PROCESS WAS NOT DETERMINED WHEN

THIS PBWIKI STARTED GOING ON 3 YEARS AGO.

If you want to resign as an officer and have a personal blog that criticizes the RRWG, then you can do that but please make it clear that it is a personal blog and is in no way officially connected with the RRWG.

FREEDOM OF SPEECH SHOULD NOT BE

RESTRICTED, AND AS A FFX CSB BOARD MEMBER,

AMONG OTHER ROLES, I WOULD HOPE YOU

WOULD NOT BE ATTEMPTING TO CENSOR

MY WRITING, THERAPEUTIC AND OTHERWISE

IN ATTEMPT TO LOOK GOOD WHEN

MY EXPERIENCE HAS BEEN RATHER NEGATIVE,

LARGELY DUE TO YOUR ATTITUDE AND

ACTIONS IN OPEN MEETINGS AND

BEHIND PEOPLE'S BACKS LIKE THE

EXCOMM MEETING HELD WITHOUT NOTICE

TO ME, A CO-CHAIR, AFTER SEVERAL

ATTEMPTS TO SETUP A MUTUALLY AGREEABLE

MEETING LOCATION, WHICH YOU OPPOSED.

I find some of what you write to be very hurtful.  References to my going to Florida as a "vacation" are particularly bothersome since last month as I have been doing regularly for the last twenty years I went there to visit my elderly parents who happen to now be very disabled and need a lot of care and attention.  I resent you making comments about this as a vacation and it really is none of your business when or where I am going to be with my family.  I would not presume to make such comments about any personal visits you are making to your family members.  These kinds of comments have no business being brought up with RRWG business.

UNFORTUNATELY, IT PUTS THE BUSINESS OF THE RRWG

TO A STANDSTILL WHEN TWO SENIOR MEMBERS LEAVE

THE AREA YEARLY  FOR WHATEVER REASON.

IT IS DURING THE FINANCE / FISCAL YEAR END

SEASON, AND OTHERS ARE LEFT TO FILL IN,

MYSELF AND OTHERS, THEN UPON RETURN TO

BE TOLD/ TAKING OVER AND CRITICIZING

WHAT WAS DONE, WHEN WE HAVEN'T HAD A

BREAK?

MY ORIGINAL COMMENTS ABOUT FLORIDA

WERE POINTING OUT THE SOME REGULAR

CONSUMERS/SURVIVORS/EXPATIENTS

DO NOT EVEN HAVE BUS FARE TO GET TO

MEETINGS, FOOD AND OTHER MEDICAL NECESSITIES

SO SEEING PEOPLE TAKING TRIPS TO FLORIDA

OR OVERSEAS IS HURTFUL, WHEN THEY

DO NOT SHARE THE SAME RESOURCES,

DESPITE YEARS OF EFFORT AND TALK

OF MILIONS OF DOLLARS AND NOT

HAVING ANY OF IT HELP EMPOWER

AND RECOVER THE PEOPLE WHO HELPED

MAKE IT HAPPEN...

I HAVE NOT TAKEN TIME WHEN THE OMBUDS

PROGRAM WAS TO MEET AT A CRITICAL TIME

TO SEE MY FAMILY IN THE HOSPITAL.

I recommended quite some time ago that we have someone mediate the various disagreements that were plaguing the Exec. Comm.  I expressed my willingness to meet with anyone who had a problem with me with another neutral party.  At the time, you said that we could work our disagreements out ourselves.  I do not find that such disagreements are being worked out.  You are continually asking for accommodations but are unwilling to recognize that others also need accommodations.  You want to be empowered but I never feel you are empowering me.  You want us to respect your wishes but make little effort to respect our wishes.

AS AN EXPERT IN CONFLICT RESOLUTION, I FIND IT

IRONIC THAT YOU WOULD THINK ANYONE WOULD BE

A NEUTRAL PARTY.  WHAT I WOULD LIKE TO SEE IS

A GOOD INTERNAL EXAMPLE OF NOT CREATING ANYMOSITY

[SP?] AMONGST MEMBERS, ALMOST HALF OF THE EXCOMM

MEMBERS LEFT SHORTLY AFTER ELECTIONS, PARTIALLY

DUE TO CONFLICTS LIKE THIS.

IF OOOFXCO IS THE MAJORITY, AND ALMOST EVERYONE

IS FAIRFAX COUNTY, THEN WE ARE NOT MEETING THE

OBLIGATION AND MISSION TO BE REGIONAL.

THE CSBS HAVE TAKEN OUR MONEY PARTIALLY BECAUSE,

IN MY PERSONAL OPINION, WE HAVE NOT CREATED

WRITTEN POLICY AND PROCEDURES,

AND WHILE COMMUNITY DEVELOPMENT AND GETTING

A ROOM FULL OF C/S/X, SOME VERY CONTENTIOUS

AND SPITEFUL TO AGREE TO ANYTHING IS A LONG

AND DIFFICULT CHALLENGE, SOME OF WHICH WE

HAVE NOT SUCCEEDED IN, SOME OF WHICH WE

HAVE MADE PROGRESS ON, THE OMBUDS AND

WEBSITE BEING THE MAIN ONES UNFINISHED,

BUT WE HAVE NOT FILLED THE CONSUMER

POSITIONS AS WE HAD PROPOSED AND HOPED,

LIKE ASSISTIVE TECH, PEER TRAINER, WEBSITE,

5+ OMBUDS, AS ASSISTIVE TECH WHICH WAS

TO HAVE A TECH AWARE C/S/X

DEALING ON A PEER LEVEL INSTEAD OF SOMEONE

WHO IS FAR FROM TECHNICAL ADMINISTERING

THOSE FUNDS, WHICH NOW APPEAR TO HAVE

A TOO SHORT DEADLINE WHICH WE WERE NOT

EVEN CONSULTED ON, AFAICT.

I do not feel that we can operate as an Exec. Comm. under the current circumstances.  Our relationship to the RMG is over.  I suggest that we now figure out how to work with each other before discussing any business related to the RMG or the Regional Partnership.

I WISH WE COULD HAVE A COOPERATIVE AND SUPPORTIVE

ENVIRONMENT, BUT IT HAS BEEN MY EXPERIENCE THAT

SOME FORMS OF RABID ADVOCACY IS DETRIMENTAL

AND DISTRUPTIVE TO SMOOTH OPERATIONS OF

FORMING A NONPROFIT REGIONAL RECOVERY ORIENTED

ENTITIY.

SEVERAL ATTEMPTS AT A ROLES AND RESPONSIBILITIES

COMMITTEE HAVE NOT YIELDED A WORKING RELATIONSHIP

AND CONTENTION OVER THE OMBUDS FUNDING HAS

BEEN NEARLY FATAL TO THE EXCOMM AND RRWG

AS A WHOLE.  TO SAY THAT WE ARE NOT COOPERATING

AND THAT I'M NOT TO DISCUSS RRWG BUSINESS

BELIES THE MEMBERSHIP FORM THAT KEEPS CONSTITUENTS

INFORMED OF THE ACTIVITIES, AND THE GOALS

OF WHAT I PROPOSED FOR THE WEBSITE

FROM THE BEGINNING AND I FIND IT PERSONALLY

ATTACKING AND HURTFUL, SO THERE IS PLENTY

OF HURT AND BLAME TO SPREAD AROUND...

Hey ExecComm:

How about we not run all the way

to Friday before the general meeting

this month and meet again:

Monday March 4, 2009 1 pm at Panera

on Edsall Road?

Some outstanding issues off the top of

my head:

1. Sarah leaving this week...

Maybe Diane can arrange a

gift certificate since she said

in the general meeting that we

were doing a lunch.

2. Need confirmation of LMEC as a

general meeting space for May.

I seem to recall Lisa went

out of the general meeting to check

but didn't find the reservations person.

Tom S. after said he would check

with her when we talked a little

after the NVRPP meeting.

3. We haven't gotten the written reports yet

from Tom S. and Russell, I'm not sure

how much Bill got from verbal reports

in the general meeting, but submitting

written would be easier to understand

and while I realize some things go to the

wire following up with written would make

things a lot easier, in my opinion.

4. I was dismayed to see at the NVRPP

that $3k went to someone who has not

even attended a RRWG meeting (Joan

Durman?) that Sherry pointed out,

when Diane going to Ombuds training

for about the same amount and developing

the Ombuds proposal has not

been reimbursed.  We should at

least have a copy of the report

Joan did and not allow the RMG to

just charge to the RRWG accounts

without our knowledge or consent.

5. I got the impression from the NVRPP

meeting (Tom G responding to my question

of Justin) that we would be getting (today)

a statement on how much we have to

spend before the end of the fiscal

year today..

6. Russell leaving.  I've asked for some

documentation on how the decision making

was made in RRWG during his time with

us.  I mentioned it in other emails,

and it would be useful for any town hall

meetings with system maps that were discussed

in the NVRPP meeting.

There are lots of other issues outstanding,

but those are some of the most urgent

that I'm recalling for preparing

towards the next general meeting.

I'm hoping Shawn will be feeling better

and be able to help prep for the meetings.

Likewise with Diane's recovery

on re-entry from Florida...
