ChillingEffects refers to legal threats or action against a free press to quiet the dissent. 

Free speech and other issues come into play.

Legal threats of Slander and Libel are sometimes used to try to quiet a free press. 

Threats of legal action might make some reporters, editors and bloggers

question whether to pursue a story, research an angle or freely express their opinions.

Various things on this website/ wiki have been put up in the interest of advocacy journalism.

It is clearly stated in the disclaimer that this does not reflect the views of the entire RRWG,

articles are clearly credited to the author(s), and that with participation a view of the entire

RRWG may become clearer...  Others failed to participate in using the wiki instead of using

and abuseing the wiki author/editor/designer..

And while this writer is not a professional journalist, never intended to be, and doesn't want

to be, the mainstream press only really published things (mostly negative) about Northern Virginia

and Virginia following Michael Kennedy and SH Cho shootings and

other violent acts by 'ex mental patients'...

While this site contains many negative opinions about recovery and might even be considered

'a grudge list' against the organization that takes/steals ideas and does not fund internal

projects like website proposed by this author/ writer and failed to support and

replaced many original contributors to the grant proposal, consumer cochairs and officers,

they also left me to write the material, package the projects up, clerically editing and

typing the stuff except a few files, and didn't put up the minutes as tasked to (then) officers.

Then took away the first year of participation money, diverted website money to

shelved provider projects (network of care), cancelled oversight meetings (Steering Committee)

and other threats against services and supports, as well as disclosing personal information

to the group to discredit or compete unfairly in grant cycle times...

The only funding for this wiki as been from a member/ex officer of the RRWG who put up original

hosting fee for pbwiki.com and later did not renew it (and since got grant funding),

while professional paid CSB staff putting Website at the end of the regular meetings

agenda for over a year, laughing about not getting to it on the agenda (at the bylaws

meeting and likely at the exclusive closed door Officer and Exec only meetings),

hiring outside 'experts' who did not receive services form this juristiction and don't know the

area or people, then hire his buddies (thought they were experts?) to consult...

Supposedly 'Consumer directed' Management is more token consumers from the outside

who say and do what CSB wants them to do, and non paid board members who have projects

that have gotten funded and in many cases tried to stop this activity

and probably wished I were dead, which would clear up their issue, and then not

have to consider their negative behaviors (especially in group meetings and sometimes

outside) as fact and harmful...
