RMGNVRPP2011

Introduction/Definition/etc

It barks like a provider,

It looks like a hospital,

It stinks like a back door closed room deal,

and it may be just plain illegal?

It's a partnership, one sided, in favor of the other side...

Yet again...

Body

So over a year after my last NVRPP (Northern Virginia Regional Planning Partnership)

and RMG (Regional Management Group) meetings, which RRWG (Regional Recovery

Work Groiup) and this NoVAPeers started out of a proposal to the State,

which Website was one of the 7 components...

I appeared at the morning RMG group meeting before the afternoon NVRPPP meeting,

all the way out where consumers can't get, no buses, and you have to have your own

transportation to even get to a public meeting, not Taj Government Center like before,

and heard all sorts of things, most of which didn't make much of any sense...

INOVA Hospital is trying to partner with the government and build a facility

that government would staff and pay operating costs on...

Who exactly owns this?  Seems like INOVA.

Granted philanthropic to build/ rennovate a facility, but a bit of a conflict,

or privatization?  Or Back Dooring something that needs

to go through a competitive Bid process?

Or Lobbying for something?

I actually like innovation, but this is just weird, and I said so.

and seems like a Red Herring...  While government is having

catastrophic budget problems, instead of dealing with those,

at INOVA waving of a few million, less than the whole RRWG

funding cycle, the government is going to commit to what???

And all the volunteers, non profits, and paid employees of

are somehow developing something a corporation, albeit

non profit on top, but lots paid underneath, is going to own?

How bastardized is the process and system is this?

Sure we have a Republican Governor,

Sure the Institute is losing beds, was being closed,

now just cut...

And I ask where the Peer Specialists are in the flow diagram

of how they think it's going to work.  Triage nurse

up front, lots of others in the background...

But the confusion, in the system, no real systems

plan or continuum of how this links to existing

Crisis Care, other Hospital Systems, funding from LIPOS

Local In Patient Option? System? (kind of a diversion

from the public system to private systems,

maybe like overflow?  or just not the right option?

Say the case manager is being abusive (hard to say they

aren't usually...)  retribution in the public system likely,

get someone in crisis, possibly caused by the public system

into private care to protect them, keep them save and from

harm to self or others, and go private?

Or get consulting advice on something the public system

has been doing wrong, perhaps systemically?

And then dump back into the public system?

It's seeming like the partnership is like the RRWG

all over again.  Loose boundaries, ill defined goals,

admittedly recovery is vague, and a personal meaning,

mine being worked self directed, and well, getting

the system to accept that?  It means advocacy...

These are the heads of the organizations,

or representatives from non profits, CEOs,

etc...

But not the NVTC Training Center...

And one presentation/ proposal was related to ID?

And some people from Dominion Hospital was there,

and didn't say much of anything, they did report some facility

awaiting approval for Loudoun and their bed counts,

if the NVMHI is losing beds where  do those people go?

Assuming a constant, and that people don't get better,

i.e. recover?

In these economic times, it's hard to believe that there

is not less crisis. (like the double negatives?)

And a joke about a consultant coming in saying there

is a communication problem.  That was the theme of this,

the head of the meeting didn't seem to understand me,

there was no background on the last years effort

(pales by comparison to the level of effort of the RRWG,

which was consumer / customer, and supposedly driven

by the consumers, but in reality not)...

It was like the parents don't understand the kids,

or what it is like in the field/ on the ground (Wounded Warrior)

and we are all battle fatigued...

I'm so tired, it's difficult to write, so maybe after some

rest, this disturbing stuff causing less sleep,

and more anxiety, wondering where the average consumer

fits into this?   Will the system and the users of the system,

people seeking and needing services be able to comprehend

what is going on?  There may be this new animal,

not presented by the people proposing, no INOVA

representatives were present, no formal proposal

was published, only some draft ideas, and

well a lot of work went into this, we should approve it,

it's happening anyway, we need the money,

and well, people end up at the hospital anyway,

when the system doesn't work or for

them, or in crisis, Woodburn is being rennovated?

is that the Crisis Care or the Mental Health Center?

The continuum / spectrum may be something like this:

Support Groups

Peer Dropins

Outpatient appointments

Day Treatment

Crisis Care

Urgent Care (maybe that is what is being proposed,

a psychiatric urgent care?)

Hospitalization/ In Patient (public NVMHI or private Dominion, INOVA, etc)

How do people know what is being referred to?

How about the Sheriffs and Crisis Intervention Teams trained Police?

They can drop off/ dump people and go?

Isn't that missing due process?

This new animal, the three legged spotted vulture?

Held up by public funds, which are missing to start with,

maybe a straw man and distraction to the problems we are facing,

the lack of understanding ,the communication difficulties,

and that is without cross cultural and language issues...

the basic human rights missing in the provider

community for the consumers, the lack of ombudsman programs,

the lack of real reporting (the Regional Newsletter is more PR

than real reporting, and this NoVAPeers is lacking

the level of effort to really report on what is happening,

it's volunteer and a bit rambling at that...

Well, what do you expect?

Service with a Smile?

After how the RMG/NVRPP treated the RRWG?

Sure some funding still flowing, some carry over funds,

but they gutted the people advocating for real change,

now ridiculing and laughing about the RRWG dying,

and well, Houston, WE HAVE A PROBLEM...

Or Toto, We Aren't In Kansas Anymore...

Either way, we are on the WrongPlanet,

and I want to get off...

Maybe just have a Tea Party?
