So bicycling over a bridge and notice a black saddle bag aka pannier by the leading corner, stop and look into the situation further, various people have tried to get me to stop along the trails, this time, it seemed serious...  So stopping and looking around a little, consider what the possiblities were, a chokepoint again RobotFest2015 , so wonder what could have happened. 

Likely possibliites are:

1. that the bag fell off on the bumps for the bridge,
2. someone found it under the bridge with the rains,
3. and someone was hurt, their stuff taken, and this was what was left...

Other interactions regarding life under bridges, and people like that, human, and/or less than human:

1. police at a convenience store early am while I was going to shop elsewhere, but ended up there, bagged/ drugged and went blind, talked to a officer previously a bit in the store as I was paying, he was doing a report with the sales clerk,  did I want a photo of the person (oddness was creating book on me to get rid of me...), with the height by the door type of numbering (probably just in feet, not metric, but I'll check sometime
2. problems while helping some ladies, both young and their mom/ au pair host/ foreign lifeguards while checking out expensive rental bicycles, without helmets, not knowing how to get them out of the dock, gave warnings of trolls, gangs, known problems, gave them a bicycle map, and someone thought they were their property (i.e. cute young blondes to sell?), in sight of a bus stop, likely security cameras (see WearableCameras2015, likely and mostly abusive exploitive county parks staff... also went blind and talked at/berated/questioned, likely hooded, chemically and/or physically...
3. hiding under them myself in heavy rain, to avoid crashing, stay dry, warm etc.  interstate, and lighter traffic, mostly others were there for the downpour(s).  Comraderie, but logistics, pulling over enough to not impede traffic, and domino effects of person avoiding and chokepoint like problems in traffic flow, but positives, slow other people down that they might not hydroplane on high sudden slippery water and oil mixtures...

Food, what services are available for people living subsistence like that?  Donate what I don't like of the foods I'm donated?  ThePracticalitiesOfFoodDistribution2012

Arlington is touting it's homeless services 24x7 x 365 but it's not open yet. (see ArlingtonNow pseudo news site)

Lamb Center in Fairfax Circle, if it still exists, gets bible study and a place to hang/loiter, with some food and other issues...

DC has some vans, not as likely as not hypothermia season, but hyperthermia also a problem, as 90 degree heat already, and not even summer, add rains, and storm flooding and likely problems for people stealth camping as a way of life/ staying alive...

Living in the woods, in more rural areas, like kids' clubhouses, tree forts but likely more problematic, as coexisting disorders, if any...

And given MemorialDay2015 holiday upcoming, Veterans living as they did or were trained for combat, and likelihood of weapons, drugs, disease, etc.

Being respectful but nosey, I asked if anyone was home...

Need better mile markers/ telephone/ electrical pole numbers for exact locations to report.

Online app for trail problems...

Check connectivity while near high power lines...

Photo record of the stuff, but with another bag headed in the trail to underneath the bridge, likely more problems, like someone dragged in, late, early, female/ male/ kid, etc...

Helicopter FLIR Forward Looking InfraRed searches for bodies like along the Great Falls area, finding a body on the cliffs...

If you were pack up quickly, ala losing your house to indian reservation casinos, in South Park or whereever, how would you live?

What encounters have you had with trolls?

Living?

Mythical?

Dead?

Virtual?

What risks are there in interacting with people who are as they say "down on their luck"?

How do you mitigate those risks?

Just call the fuzz on them for brutality instead of compassionate services?

Enable them with food, money, drugs, shelter, entertainment, etc?

Decry the problems of society and make huge strides in eliminating the problem, with perhaps some of those with the problem as well?
