Body
Some of the stuff in the notice and instruction make little sense, others are just abusive,
some editing clarification and just plain rewriting might be needed. It is not likely just the one pest management company's version, as it is probably boiler plate from a pest managment society/ professional organization, and state/ federal law on the application of poisons, in a home environment...
Doctors Approval Instead of Waiver
With a fragile population, say a hospital, nursing home, program, etc, more than just you have to have a doctor say you can't take pesticides, it should be the other way around medically cleared to be around such harsh chemicals, processes and procedures, much less staff...

They schedule that it takes all day, for a 15 minute application of poison , if that
some claim that you might need to justify time off work,
but saying you have pests at home, might lose that work,
much less so many applications over a short amount of time,
mostly time when others have fun things to do like, holidays, good weather, etc...
and disabled don't have that problem, and people assume we have nothing else to do...
and some aren't on 9-5 sleep much less anything else schedules
48 Hour Notice
by law required for extensive, find reference
that does not mean end of business for them,
and we come back to a letter that we need to do hours / days of prep for the morning
over weekends, and lawyers to respond, are difficult to find on short notice
more oppression
some kids and othesr, predators might take the notice, and people not be prepared, magical $100 transit fee, and other repercussions for something not even known about
With Court it's called Sewer Service, i.e. the delivery person threw it in the sewer and falsely claimed to have delivered it...
No proof of receipt, return receipt requested, like postal based notices
plus the privacy of posting on ones' door, gives information to neighboring people who may or may not be friendly, in the first place
Different Types of Notice
roaches, do one type of prep and notice,
like remove all personal belongings from the kitchen and bathroom cabinets
put in the dining room (number of feet away?)
can you leave food in the fridge?
is the seal good enough?
open food and containers?
how to seal?
some of this applies to the other spraying, though further away in a different room(s)
but similar chemicals
mouse and bug proof like storage containers, the cheap version(s) (mayonaise jars, etc)
are the stuff that we are told to remove as clutter
much less the bags to get stuff out,
while some roaches like the glue, etc on bags, and are brought in that way, donated food, and other stuff, might also be additional risks
plus aren't poor people supposed to be bug ridden/infested? /Snark

spraying seems to be more on the residents stuff
than the landlords carpets, walls, baseboards, plumbing, etc
Bookcases can be difficult to move, heavy, removing everything required?
some sliding pads if lift up legs might mean sliding stuff instead of lifting, emptying, etc...
but some things that may not work, and having neough slide pads
leaving pads on and an earthquake, moves on it's own, destroying a lot, afaict...

trying to create expenses as a way of failure to pay eviction procedurse,
running someone into debt based on their dislike of the tenants
Broken Stuff
a small coffee end table, admittedly cheap
(Ikea, stacked with 3 others, broken, some low power electronics in the stack)
lamp shade burned in, starting to smell, as pushed over, and had to be away for hours
some things move on their own,
as spray drying changes the weight of stuff,
and heat/ cold changes during the day,
sunlight, slight wind thru a few inch window opening?
at another time, one time things (mattress springs?) went over on their own
but a comment of 'something happened, you'll see'
but going on to the next resident apartment didn't clear that up
and had finish packing prepare to be away from the chemicals for 2+ hours
only one of say 10 applications over the year or two, was another place offered,
to hang out and be way from the chemicals,
without problems of having to pay for something in someone else's space like a diner, coffee shop, internet cafe, etc...
shopping while spraying, can be very expensive as emotionally raw while abused by landlord's agent(s), and sleep deprived, etc
laundry might work some
if had the energy, transportation, money and / or further away
gets some things out, and need to do, come back clean?
but sealed to keep out,
and not transferring bugs to other places
bag on the way out,
dispose of bag properly, not leave around locally, but to dumpster, down the trash chute, etc

to launder all of ones clothes, especially on short notice, is really expensive and inconvenient

All Bedding
To be washed
Say you have three, four or more bedding sets, different temperatures/ seasons/ thicknesses,
and maybe even styles (say a past girlfriend's choices, x Number of Girlfriends over decades, etc)

Historic, etc
Many would take special handling, if you could even do that...
time takes to do that, shared machines, costs, transportation, like MetorAccess and others,
have to be scheduled well in advance (some 48 hours+),
can't haul stuff on buses,
taxis problems already mentioned,
shared, inconveniencing friends/family/ others, etc..
Stuffed Animals
dry at least 60 minutes all stuffed animals, etc
some don't tumble well
labels still on
in box,
valuable, etc
most would just melt in that heater time...
not to mention how many smash against the walls of the dryer that is in rpms x 60 mins time
others from thrift store,
worry got bugs from them?
flea markey is one thing, but bed bug market,/ freecycle , curb alert, etc
may have non free consequences
even encased in a zippered bedding bag, displaying,
some kids personify/ anthropomorphizing and say let them breath,
which means bugs get in and/or out,
much less dust, etc
Vacuuming
finding vacuum bags, limited sources on old donated vacuum
costs more in bags to take out after each use, instead of leaving in
might need a filter
rubber band type pulley?
clean brushes, etc?

Some seem to like the stff on the walls
and removing them make it seem like you don't live there anymore,

Bugs Are Their Pets and Currency
some kids and maybe others think they are imprisoned, on lock down, parent is parole officer, etc
and the only entertainment they have is bugs,
plus a lot of power over them, including playing god and killing them,
(many might admit to looking glass frying ants, etc on sunny days, but mostly grow out of it, lest become sadistic serial psycho killers,

waking up with omsone in my place, seemed to be doing a safety/ cat burglary check when I was undressed, int he tub, etc, not the first time it's happened,...

well, I don't recall allowing anyone in while asleep/ down, staying away from people,
much less permission to be a LabRat LabRat101Circa2012

a sociallogical experiment doesn't cut it,
needs a professor/ instructor, institutional review, etc
and student initiative to harm others, or reasonably expect a reaction, would be illegal
punking people with rodents isn't safe policy
Like restaurants not paying for am eal, theoretically, some might be excused from school, work, etc is there is a presence of infestation, bugs, housing requirements, etc...
Plus like high school and other social situation, 'bugging someone', 'torture by bugs' and other stuff has other meanings
Now add the meaning of unclean, in a religious sense, to the mix...
Fall Asleep While Waiting
prep time and activity, not to mention stress,
and sleep schedule means basically asleep when they get ready to come in, en mass
and attack, threaten,
rape (chemicals used to subdue, harass, and even kill),
attemped murder with regulated chemicals
I have had the sprayer pointed at me, multiple times, a violation of fed law, sometimes don't even think they are there for bugs, just to show to others,
Security and other monitoring would be abusive to be used as a way of getting someone at their worse, moood, time of day, creating crises, etc...
Schedule Abuse
before holidays
after getting food
food distribution day may be the day before or same day?,
so unlike those that can go buy whenever they want, even if transportation is available
conflicting activities
might be a required, need to do something(s), and blocking out that day, as ScheduleAndOtherAbuse
And Again
All this needs to be done again and again, until it works, and pest free,
so just leave the place and stay somewhere else for a month
Who can afford that, given affordable housing, and other demands of holidays, season change, etc?
Basically a tool to get rid of people they don't like, especially if intentionally given the bugs from others in the first place
the phrase 'successful in 30 days' seems more like getting rid of residents in that time frame, instead...

Or do we just pretend it's different for the rich and the poor?
And another way they are trying to eliminate the poor/homeless/disabled/old/immigrants/undesireables/etc?
